Inkscape is a vector graphics editor using the SVG standard. It runs under Linux, Windows and MacOS X. With the extension TexText it is possible to write LaTeX inclusive math. It will be rendered as curves, but you are able to edit the LaTeX source code.

1.4  Ipe

Ipe is a vector drawing editor that lets you enter text in LaTeX source code, so the text labels in your figure will look exactly like the text of your Lyx document. You can even use macros defined in your LyX document. Ipe is freely available for Windows, Mac and Linux.

"Qtiplot is a professional scientific data analysis and visualisation solution." It offers direct Latex-Code output! Free for Linux. Windows-Version is not free of charge, but sourcecode is available!
