Why is the LyX binary called lyxc.exe?

The 'c' is there because the binary willsshow a console window. A launcher/wrapper is typically used to start it after having set registry variables appropriately. J's code uses a separate binary to launch lyxc.exe without showing a console window. U's code uses a batch file (and shows a console).

What is the source of J's launcher for lyxc.exe?

The source of J's launcher, lyx.exe is actually a NSIS file, launcher.nsi. In addition to preparing the environment before launching LyX, it also shows a log in case of a crash.
